The collection of Application Specific Messages (ASM) is equiped with a workflow allowing contractors to add ASM's but the (National) Competent Authority is the only one to allow or disallow a new or old ASM.

The workflow of ASM consists of the following states:
  1. Initiation;
  2. Draft;
  3. Proposal;
  4. Testing;
  5. Accepted (only competent authority);
  6. In force (only competent authority);
  7. Deprecated (only competent authority);
  8. Replaced (only competent authority);
  9. Discontinued (only competent authority).
Contractors/suppliers can get access to the collection for making a new ASM only by permission of a competent authority.

For making a ASM a DAC and FI is needed. These can only be given by a competent authority.
