Introduction/Additional information: 

Route suggestion allows for a shore authority to suggest a route segment to a vessel.
Broadcasting 16 waypoints will result in a 5-slot message. It is recommended to avoid messages with more than 3 slots, equivalent to no more than 7 waypoints.
